Hökumə Billuri was born on March 3, 1926, in the city of Zanjan. From 1933 to 1943, she received her secondary education at the “Azəri” Girls’ School, and after graduating, she worked there as a teacher. Ms. Billuri began her socio-political activities during World War II, at a time when the Soviet Army was present in South Azerbaijan. She initially served as deputy head of the propaganda department of the Zanjan Provincial Committee of the Azerbaijan Democratic Party, and later worked as head of the library of the House of Culture.
Having started her poetic career while still in secondary school, Billuri published her first poems and articles in 1945 in the newspapers “Azər” and “Vətən yolunda” (“On the Road to the Homeland”), as well as in the journal “Azərbaycan.” In subsequent years, her poems and long poems were regularly published in literary periodicals.
Hökumə Billuri was also active as a translator. She translated Mohammad-Hossein Shahriar’s Persian poems into Azerbaijani, and rendered the works of Jafar Jabbarly, Samad Vurgun, Mirvarid Dilbazi, and Nabi Khazri from Azerbaijani into Persian.
